I always assumed she knew what he was going to do, and that's why she cut him.
Thing was, that would take precognition, since there hadn't yet been a plan to sneak River into Ariel, so Jayne wouldn't have had a reason to try to turn them in for the reward. That's where my theory sort of falls apart. She's psychic, but I'm not willing to believe she can see the future.

I didn't think he'd made the decision to turn them in until River cut him. He's childish enough to want payback for it.
At this point, I believe River can know anything and everything.
