So if, say, Joss Whedon gives an August interview to the New York Times in which he says "great news! Elvis Presley is going to rise from the dead and become a regular on Angel!" we'd be able to talk about that under this proposal.
That kind of question is what is supposed to be talked about in this thread. How do we formulate the proposal to take it to ballot. That wouldn't be a deal breaker for me. It wouldn't be a deal maker for me. I can't speak for others.
However, if Joss is announcing an addition to the cast of regulars, it seems to me the information would show up in other official places like the show's official cast page, unless Joss was lying, in which case nobody is spoiled.

I have some requests to make of Jim when he words the vote proposal.
a) can you specify if it's just particular spoilers being allowed for open discussion.
b) If it's a clarification/change in our spoiler policy can you specifically list what is/not a spoiler (casting only, casting over the summer, new characters, etc) I'm not trying to limit what can be discussed, I'd just like it to be very clear in the wording, so there is no confusion.
c) Can you specify from what sources this information will be considered to be not a spoiler (WB cast lists, WB web site, CNN, etc) Again, not trying to limit choices, just want there to be no confusion.
d) Can you specify what threads will be affected (all NAFDA threads, all show threads, just Angel, etc).
I just want this vote to be very, very clear, so that we don't keep running into the confusion that previous votes seem to have generated.
As to the spoiler-free peeps having to stay out of a show thread for fear that one of us who wants to discuss the BCS will spoil them, I would just like to point out that as an West Coaster, I have to stay out of show threads starting three hours before the show starts if I wish to remain unspoiled.
And even if I decide to watch and post, I run the risk of getting spoiled.
So, your plight is maybe not as unique or misunderstood as you're making out to be.

I would just like to point out that as an East Coaster, I have to stay out of show threads starting three hours before the show starts if I wish to remain unspoiled.

Sure, but three hours and two months is a little different.
Agree with Kristen, too. We knew by the end of last summer that Faith and Angelus would return, thanks to DS and others.
Kristen's proposal is as cut and dried as it can be.
And if the spoiler policy broadens to include the website it would be more than two months.
