Proposer composing the ballot and Proposer choosing the way the vote is tallied go hand-in-hand, because the wording of a ballot will frame the question and (how many and what kind of) answers. I like this, and it allows for case-by-case flexibility, and it avoids mathy argumentation, and I like it.
Therefore, let's do it.

In news that actually belongs on this thread, I'm a big fan of the proposer composing the ballot. How much would it suck to propose something and discover that ballot didn't cover what you had wanted it to?
I kinda think being showered with parking spaces would hurt. But I'll take the other stuff.
