Trying to figure out which betrayal was worse sometimes it feels like it misses the point. Betrayal and pain are not really comparable things. Probably to Oz, the Willow/Xander kiss caused as much pain as Veruca/Oz did for Willow. It doesn't really matter which was more or less, to me, because I think the comparisons mask the reality that it just hurt a damn lot. Why justify who hurts more?
I understand that Veruca/Oz needed to happen to forward the story and to send Seth Green out in the most heartwrenching way possible.

I think this is true, especially because Oz and Willow hadn't had sex yet, and there was much more of a history of Xander being a factor in Willow's life. Oz wouldn't even kiss Willow in the van outside the armory because he thought she would be thinking of Xander.
