The way Deena had it worded if a compliant doesn't 10 seconds in 24 hrs that offense can't be brought up for warning again, however it can be refered to as an example of a pattern of behaviour.

Here is where my head is at the moment for ballot items:

PROPOSAL: The following procedure will be in place for warning a poster about unacceptable behaviour.

1. A user-complainant will try to resolve the complaint on-thread. If unsuccessful,
2. A user-complainant (does not need to be same person) will post in-thread that it's time to meet in Bureaucracy.
3. A user-complainant posts in Bureaucracy outlining complaint and linky citations, and requests a Warning.
4. At least 10 other users in 48 hours second the need for a Warning. If 10 other users do not complain within the 48 hour period, no complaint can be made again about that particular incident, unless it is being used to illustrate, with others, a pattern of demon-like behaviour.
5. As soon as the request for warning receives 10 seconds, Stompy sets forth a Warning over email and in Bureaucracy.

Proposal: A two-month suspension will be issued if a poster receives a second warning within 4 months. A second warning would be issued following the same procedure.

Hmm. I'd remove the two-month, since that's not up for decision. In fact, to remove the suspension also, how about saying that a warning comes off a poster's record four months from its issue?

The result of a second warning is a different thing from this ballot at hand, and I don't want to confuse the two.

I agree with ita, take out the second part (below the first "Yes/No") for now - that can be a separate proposal.

1) 10 complaints = warning? or 10 complaint = warning *unless* the offender either makes nice-nice in the thread or over in Bureaucracy?

2) Enforced apologies have been seen as the worthless things they are, so apology is not required, but behavior modification is.

3) Time limit for bringing up a complaint regarding a specific incident is 3 days? That isn't in the ballot yet, right? Also, once a complaint has been raised, all past hurts and whines may be brought up?

Okay, running off to run more errands. I expect that there will be 50 more posts when I return.

This is how I see it:

There wouldn't, I believe it is supposed, be 10 complaints if the offender makes nice nice. Or, some of the complaints will likely be withdrawn if the offender waits to make nice until after it goes to bureacracy. Still, making nice would probably make it go away, until the next time, if there is a next time.

No, two days, and it depends on the nature of the complaint.

Complaint type A: "Poster Monkeypants just talked about my momma and, no matter what I've said, won't stop talking about my momma, so I want a warning," and 10 other people chime in with, "yes, that was terrifically offensive to me as a buffista and a momma and a momma haver."

Complaint type B: "Over the past couple of months, Poster Monkeybritches has posted rude things about my momma, and I've been trying to ignore it, but she also makes racial slurs, sexual orientation slurs, and then backs off and says she'll leave, but then comes back and does it again the next day, over and over again and I'm tired of ignoring it and I think it's hurting the whole board." And then 10 other buffistas chime in with, "Yes, this is offensive to me...", etc.

There should be NO complaints in Bureau if teh poster makes nice nice in the thread. The process is in-thread attempt first - then complain in Bureau. You don't try in-thread first, I smack you.

I will not put anything in a proposal about apologies.

I will think about putting something in the proposal about time-limits to bring up a specific incident.

I will reword the second proposal to the following, but I am pretty sure going to propose more than one issue on this ballot.
