From what I understand, it's up to the parole board to grant clemency.

This is what I thought. I don't think the governor can order a stay in texas, either.

But can federal trump state on this, or does cross too deeply into a states rights issue?

I'm just hopeful that something can happen.

At this point, the Pardons and Parole board could reconsider, but it's unlikely. I wouldn't argue that he's not guilty. He may well be. I just don't think the death penalty should ever be on the table on a case heavily based on eyewitness reports.
