We used to send old romances and other genre books to prisons all the time. We also got a lot of submissions from prison authors. Even for romances.
Perkins, I might expect to find street lit, romances, Westerns, sci fi, plenty of escapist stuff, plus law reference books and resources on various jobs/careers that inmates might be interested in training for. Inspirational memoirs, religious titles, plenty of other stuff depending on the particular prison's population.
I'm curious about why you're asking! Working in a prison or juvenile detention facility is something I find really interesting and hope I might get to do someday.
What types of Books would you expect to find in a prison library?

For fake library signage, I'd say things like "101 Ways to Pick a Lock," "Legal Appeals for Dummies," "How to Get Along with Your Cellmate," "Shiv Sharpening for Fun and Profit," and "Exercise in a Four-Foot Space."
