At the end of the episode right before that one, he'd told Sam that he was worse than the father of those kids in the walls, because he had enjoyed causing pain. I read his expression in that scene as his disgust with himself being projected onto the Chief. It's been a while since I watched it, though, but that's how I remember interpreting that scene.

We did get Samandriel for a bit, but of course being a sympathetic angel he was nerfed into helplessness and killed off in short order.

Cas had unconflicted good angels on his side, didn't he? Rachel was good--better than Castiel, which was what got her killed. Samandriel, as noted, but I think he counts. Inias was a good guy, in my estimation too.

The idea that espousing enough free will to get noticed got them killed makes perfect sense, otherwise Castiel wouldn't have had a sense of jeopardy about him.
