It's always been made pretty clear that the angels have No Clue when it comes to dealing with humans. (Castiel is finding a clue, bless 'im.)
As for Sam, I think what's important is that we get the same feeling that, no matter where you put him, Sam is and always will be a hunter. I'm hoping that they're pointing it out so that later, when Sam is tempted to go evil, that's how he'll resist and/or eventually come back.
As an Ohioan, I was sad that there was never a reference to where they were at. (For obvious reasons, I know, but I like Ohio shoutouts where I can get them.)

I thought that Zacharaiah wasn't all cuddly, but he did seem to be engaging in some genuinely benevolent tough love that was intended to benefit Dean, specifically and personally, rather than just use him as #1 foot soldier for the Cause. For all that Castiel has a friendlier bedside manner, his manipulations have tended to ignore the cost to Dean while pursuing victory.
On the Sam front, I would hope that a few weeks living a normal, boring life, being at least fake friends with average people who aren't hunters or demon-animated corpses, and re-learning to trust his brother might have a positive effect as well.
