Erin, dressy is fine for Prom, but outrageously fun is even better! Many people do multiple costume changes, and fishnets, corsets, pvc, and lots lots of cleavage are common. Feel no pressure to be over the top (it's totally individual preference) but don't worry about overdoing it, either. Not possible. Have you looked at past Prom pics? If someone could Nilly some links, that might give you some ideas.
The rest of the time is just normal wear--whatever makes you feel comfortable.
