I don't know what cards you two have, but my vote is for the discard and one food loss. In past games Food seems to go down in a hurry.
We need to get those Civvies out of Sector 4 right away. Next raider activation will allow Scar to destroy them both.
ETA: Or XO me and I can take some potshots at Scar and draw his fire if I miss.

No. But with an XO I can activate the Hanger Deck to launch into Sector 5, use the bonus action from launching to move into Sector 4, and then use the second XO action to shoot at Scar.

Is Scar more powerful than other Raiders when he attacks (if you don't kill him and have to block his way)? Or is it just that he'll get two activations? What are the chances that you'll end up in the Sickbay?

It's just that he gets two activations. His chances of hitting are the same. (He is, of course, better defensively too.)
