I think the next activation only gets Scar to the civvies. I assume activating twice means he moves through two sectors, not that he gets to do everything double.
The activation from the Food Shortage crisis allows him to move into Sector 4, with the civvies. Which means if we get another raider activation on Ellen's crisis, Scar will open fire on both civvies.

No. But with an XO I can activate the Hanger Deck to launch into Sector 5, use the bonus action from launching to move into Sector 4, and then use the second XO action to shoot at Scar.

Is Scar more powerful than other Raiders when he attacks (if you don't kill him and have to block his way)? Or is it just that he'll get two activations? What are the chances that you'll end up in the Sickbay?

It's just that he gets two activations. His chances of hitting are the same. (He is, of course, better defensively too.)
