The problem with the "kill the big guys first" strategy is the Basestars currently aren't threatening civilians. The raiders are. Next raider activation is going to see Apollo fired on three times, and if any of those hit, whatever shots are left will destroy civilians.

Now, a bunch of new ships get added to the board, including 4 raiders in Sector 6. They share space with 4 RSVs and 2 civvies. Per the special rules in this set-up, they fire immediately:

I've got an EM, but I'd rather use it to either keep our pilots out of sickbay or potentially keep civies alive. I think we can afford to lose a RSV or two and still be in good shape. But if the next crisis activates raiders again, Apollo and all those civies in his sector are in trouble again. So I'm only going to play my EM if a third RSV gets hit.
