Secrecy rules prohibit her from answering that question. All she can say is whether she thinks a given individual should or should not encounter the NPC in a given situation.

I don't know Doc Cottle well enough to judge his mood or not, but you know how it is with these NPC's it can go either way - not every encounter that at first seems good ends up being good and not every encounter that first seems bad ends up being bad. On the other the hand it could all be bad or all be good.
