Yes to both. You can choose any Galactica location, except Sickbay or the Brig.

Phew, I don't even know. It'd be nice to have a little time to breath before we're under attack, but 2 Pop does seem like a lot.
I should be able to cover these putative civvies with the same protection offered before the jump if ordered into space. So that's something, I guess.
