Haven't seen Fringe, so don't know if it is based on urban legends, but that is an urban legend that goes back at least to the 19th century.

yeah, they talked about that, but something about the special muscle paralyzer also froze the neural pathways, and that's why this was the one time this would work, using this special camera.

One thing I do like about the show is the graphics they use to place the location.
