Yes. Zoom explained that he created the Flash persona to give people hope that he could then rip away as Zoom. Didn't explain why the remnant had no speed powers when on Earth I, although maybe the remnant figured that if he was going to die anyway, he may as well give Zoom his speed, too.

Fucking around with founding members of the Justice Society is a good way to lose me as a viewer forever, show.
