The Fox movie was in 1996. I'm guessing the 1992-98 upswing was because of the books -- Virgin published both the New Adventures and the Missing Adventures between 1991 and 1997.

Google-fu suggests that 1994 is when Richard Hatch started campaigning for a Galactica revival.
