I think that Jack didn't tell her because he knew what would happen, she would insist on telling people that their loved ones were alive. And, as we saw, it would open a whole can of worms. Even if he had had the discussion with her, she still would have insisted on it. It wasn't until Nikki said "promise me that you won't do that to anyone else" that Gwen really got it.

Jack may not have done the most respectful thing by Ianto when he unilaterally invited Gwen to join them. On the other hand, it's a very Jack thing to do, and Ianto most likely knew it before getting too involved with Jack.

Yeah. I mostly wanted to smack him in the head with a two by four for that. I mean, he KNOWS Gwen was not going to let go. Her tenaciousness and her compassion were the qualities he recruited her to TW for, fer crying out loud. Of course, the condescension was paralleled in Gwen's treatment of Andy, so this might have been intentional, but still.

I still think Rhys doesn't have the temperament to be married to someone in law enforcement.

I'm a bit "OMG Gwen + Rhys OTP!!" when it comes to these two (they are pretty much the only romantic relationship I'm invested in on the show) so I might be biased, but I think Rhys adds a terrific deal of balancing sanity to the show. He's good for Gwen. I buy his exasperation with her, but at the end, he always ends up supporting her emotionally. Without him, Gwen would be a lot more broken than she is now.
