Yeah, it does kind of look like the boys' costumes are mostly unisex, but the girls' are skirted. If you were a costume maker, why make a girls' and boys' version when they haven't developed yet?

To me its not the showing of skin, its the lameness of costume.
You can dress as a cop.
You can add some sort of visual commentary and dress as "police brutality"
But if you just put on a short tight dress with a badge and a hat you're not dressed as something, you just look hot in a goofy way. And I suppose that once that had its own cleverness, but now its just a default. And you're not dressed as anything.
Surely there could be clever exceptions... "sexy burqua" could be awesome. And you can dress as something sexy and have it be a costume. But Sexy Nurse, Sexy Astronaut, Sexy Sexworker is just sort of tired.

In the UK M&S came out with a range of "sexy underwear" products -- for kids, aged 6. They got withdrawn.
