I am on the budget payment but they don't recalculate until the end of the year - at which you owe anything you haven't paid. It totally sucks.
To ad insult to injury - I have high bills in March and April thanks to being unable to turn off my heat. (My landlord did not inform me that my heat could only be turned off by turning off the breaker.)

The letter sounds very professional to me, and that's a big part of my skeeve. It doesn't sound like a) it's anyone's business and b) there are humans involved.
So, just got off the phone with the electric company and it really sounds like there's nothing I can do. If I can't pay the full amount of the budget plan - they take me off it and they can do a deferred payment which is the same amount - you know - that I can't afford.
Makes no sense.
Oh, and people on electric heat get billed at a different rate from people who just have heat for lights and things - my landlord probably should have informed the electric company so that they could schedule a time to come in and confirm that the heat is electric.
So, now I've done that.
