I'd pick "in development" for a proposal -- "in production" sounds like it's actually at the print shop as we speak. Or like you're trying to sound all fabu and Hollywood and imply that it's a movie.

We technically get a vacation day for Good Friday, but can use it at our discretion as a floating holiday (and company tradition is to take it on one's birthday).

Today the caterer/deli that I normally get chicken & broccoli from had muffaletta sandwiches. Not bad, though it still pales in comparison to Central Grocery's.
