My opinion is that the section should be there whether you have anyone blocked or not, just empty in the latter case.

I think it's already long enough that anchor links are needed. More so if we add what could be another long list of stuff.

I think some instructional text might be helpful if no one is blocked. That way, no one will waste time trying to figure out how to add someone to their list of blocked users from the profile page.
