I believe the idea was that to avoid massive pain in the discussion, the proposer would put forward a final ballot; the discussion would be about "yes" or "no", not about tweaking the ballot.

That's certainly what I understood.

A combination of what Deena, Dana and Betsy said. People can make suggestions, but the ballot doesn't get stuck because people can't compromise on a decision between something like 3 and 4 (erm...hypothetically).

Because it's Betsy's ballgame, we won't reach the gridlock we reached last time. The final wording is decided by the proposer. The only decision the community-at-large has is with our yea or nay votes.

I agree with Deena. A discussion strictly about yes or no is not going to get very far unless the proposer has leeway to amend/change the ballot to reflect the discussion. So the ballot proposed by Betsy can be debated and discussed, with Betsy having leeway to make changes and posting a final version.

(FTR, one problem with this method is that I believe any ballot proposed, seconded, and posted will get the MVT of 42, even if it's about Monkeys or Nutty butts and if people are unhappy with the way a ballot is crafted and the only recourse is not to vote, it won't keep the issue from getting moratoriumed. Hopefully the responsible Buffista proposers will be careful to craft the ballot so it's truly fair and representative.)

Oh - was Anne W. working up a list of specific decisions? Do we want or need to wait for her to finish, or should we just go ahead with the blanket statement?

I cannot express enough how helpful this list would be for this issue.

I'll try to have it done by sometime tomorrow. I'm erring on the side of being a little too inclusive.
