Russia and Kenya--but certainly the first two--from my Cingular phone.
And you can get a SIM card with a contract (that's what I intend to do--buy an unlocked phone and just sign up with T-Mobile and get their SIM).
You can totally call international from a US cell. The only trick is to use the plus sign with the country code and then the number. So a UK number would be +44 873 4752 or something. (In the UK and Ireland you have to drop the 0 at the beginning of numbers, I don't know if that's true for Greece.)
