I think when you say "No" to a petitioner in a parking lot, they forget you immediately and eyeball the next person coming and think - "OK what about that one". Cause if they take "no" personally they don't last long; the secret to signature gathering is to pick a high traffic spot, and not worry about "no"s as long as you get the number of "yes"s an hour you need.
