Apparently this is an extension of a preexisting law against anonymous crank calling, which also seems silly to me. If someone is harrassing you to the point where you can press harrassment charges against them, why do we need a law spelling out the means by which harrassment is not allowed?

Well not canonically, no, but this is transformative fiction.
My boss kvetched at me for not doing other people's jobs, and so I've started doing them.
It is irritating to have to pick up the slack for people who aren't even in my department, but damn, it feels good to be able to close out a project (and cc their management to boot).
