I've held off on mentioning this because I didn't want to appear like I couldn't see beyond the tip of my own nose but... eh: The depiction of the Irish on this show is outright racist.
So, Keith picks up some thief, sees he has a tattoo that evokes Irishness and assumes that he works with the local Irish mob. I'd assume that too if I lived in a universe where every Irish male I'd met or ever heard made reference to was a murderous thug or Catholic priest. The conflation of Irishness and violent thuggery is a point on which the writers need to stop sucking and then need to stop sucking retroactively because the Fitzpatricks have been one of the most embarrassing aspects of this show over the last two years.
So, Keith picks up some thief, sees he has a tattoo that evokes Irishness and assumes that he works with the local Irish mob.I think we are to understand that all the members of the Fitzpatrick's gang sport that tattoo, not that Keith made a wild assumption.
The show is purposefully not politically correct when it comes to portrayal of race and ethnicity, though. The Latino characters are always stereotyped by the rich characters. The Irish are stereotyped by the Latinos. It's part of the feeling of the show. Many of the characters do have racial/ethnic prejudices (although not the good ones like Veronica and Keith). I don't think though, that Keith's assumption was supposed to be evidence of one.
Also, Irishness is now transparent in the U.S. Irish Americans are now as much a part of the status quo here as English Americans, and Americans of other white European decent. The only time Irishness is an issue here, or noticeable is when we (Irish Americans) choose to make it one for reasons of ancestral pride.

She's not calling it a spin-off, and wouldn't say whether it would feature the character of Veronica. Translation; I'm as confused as ever!
