Joss also said Spike has a sole (not a misspelling nor a typo). Joss said Amber would be back. Joss said what he said about the line running through Faith, in response to questions (at least some of the time) if they were gonig to add a new slayer character after Buffy's death in The Gift.

I thought Joss wanted Amber back and it just didn't work out. I know he talked about the episode he had planned for Tara's return at Wizard World Chicago last year.

It will be revealed that Ida Moon did not actually rip the pony's face off. No, the pony ripped off its own face because its attempts to understand Ida drove it to madness.

It just didn't realize that all Ida's rage came from the fact that no one could pronounce her name correctly.

I don't think there is a show bible. Joss says what he means at the time, but he also doesn't lock himself in. He's actually mentioned not giving too much back story in the shows, so that he's not written into a corner.
