It starts accruing right away, but there is a line in the policy about "employees should try not to take sick days for x months". I just can't remember if x is 2,3, or 6.

Um, yeah. Vacation days, okay, but then why not just make those kick in at six months or whatever if it's something you're that worried about. Sick days? Whatev. What are you, six? Your own judgment as to what's best can't be relied upon? If they think their employees are just chomping at the bit to start using their sick time to goof off, they've got bigger problems. If they don't, then why would they treat genuinely sick people like that and make them struggle in to infect everyone else?
