What I want to know is why someone even thought to try this in the first place.

I was wondering that. My best guess is that it increases the amount of heat that the bird's skull gets when it is in sunlight.

Why someone thought that would be a good idea....

I think with birds that light entering through the skull can effect sleep, so painting the head blocks the light and changes the sleep patterns.

Tangentially, I vaguely remember a study where it was discovered we have photoreceptors on the backs of our knees. Which I find hilarious.
