I was wondering that. My best guess is that it increases the amount of heat that the bird's skull gets when it is in sunlight.

I think with birds that light entering through the skull can effect sleep, so painting the head blocks the light and changes the sleep patterns.
It's completely overcast here too. I see little suns in the status bar of my browser so I guess it will get sunny tomorrow.

Tangentially, I vaguely remember a study where it was discovered we have photoreceptors on the backs of our knees. Which I find hilarious.
