I think with birds that light entering through the skull can effect sleep, so painting the head blocks the light and changes the sleep patterns.
Tangentially, I vaguely remember a study where it was discovered we have photoreceptors on the backs of our knees. Which I find hilarious.
Bear in mind though, that I'm not an Ornithologist, I only play one on the Internet.
I've heard that light on the back of the knee thing. As a remedy for jet lag, I think. It was too strange for me to pursue, though.

Well....according to the professor, he was testing a theory that animals react to sunlight absorbed through specific parts of their bodies. But it sounded suspiciously like the study had been invented after a bunch of sleep specialist grad students had shaved all the birds in the lab on a drunken bet.

Also, I've never heard of shaving feathers. Maybe that's why it happened - they wanted to see if they could.

Actually, this is how most scientific advancements are made. It took a lot of drunken bets to put a man on the moon.
