Given the CGI used it seems likely to me that it was filming or already in post-production by the time Birds of Prey aired. But I'll agree that there were a lot of stylistic resemblances.

Best driving ticket ever was given to me by a county cop who was a pocket version of Peter Gallagher (couldn't have been taller than 5'6"). Least painful ticket I ever received, and I was doubly rewarded when I went to protest it in court (on the cop's advice, btw), and he was there, too. Yum.

Oh, mine, too. One of my guilty pleasures was a rather silly buddy-cop film he did with Billy Crystal, both because of the Hines factor, and also because the filmmakers did an excellent job of utilizing Chicago as a background (car race on the El tracks, big finale in the State of Illinois building's spectacular lobby).

Been ages since I've seen that movie. Only thing I can remember about it is the local troublemakers labeling their undercover police car as such with spray paint.
I remember it as having a throwaway plot but lots of lovely little moments of relaxed charm and wit throughout.
