Just read an interesting tidbit of info on the ABC message boards. The lottery announcer lady is apparently one of the ladies that Sawyer was with in one of his flashback episodes.
Also somebody suggested this might have something to do with the numbers. Interesting theory but I'm not sure I buy into it myself.

8 and 15 go together, as 815 is the flight number and the number on Kate's safe deposit box and... something else I forget again.

23. Hmmm. All I've got is 8 + 15 = 23. And some Illuminati stuff that segued into the whole OMGWTFRAMBALDI.
42. Some important number in numerology? Also, how many people are left alive right now? We started off with 48, then we lost, 1) SkyMarshal, 2) Joanna 3) Scott 4) Ethan, so we have 44 right now. I know there's a rumor of Big Main Character Death. Maybe couple of more people will die before the end of season, leaving 42 survivors. (What? I'm reaching.)
