His Willy Wonka was a thing of genius though.

I'd say he played hysterical in Willy Wonka some of the time (the tunnel scene and the confrontation with Charlie before he gave back the gobstopper). I also think he played non-hysterical in Young Frankenstein at enough points where it made the hysterical funnier.
