I always thought the minimum vote total was both excessively high and sort of think having one at all is silly. If people don't care enough to vote, they don't care enough to have a say.

I don't think I'd say it like that. I'm saying, if you want to have an impact on the decision, participate.
So if no one voted but three people and two voted yes, it should go? I think a quorum is an important factor in voting. I also see where the people who think no preference shouldn't be an option are coming from.

But seriously. I don't think I've ever voted no preference. I don't get *not actually wanting something to pass* but voting for it anyway. I would posit this is why almost everything that goes to a vote passes.
