Not exactly a serious suggestion, but it made me giggle.
The Mr. Rogers one I adore though and was a serious suggestion (kudos to amych for that).
To win a vote, the option must have 50%+1 of the yes/no (or actionable) votes.
Example. Our minimum vote total is 42. If 20 people vote YES, and 17 people vote NO, and 5 people vote NO PREFERENCE, the yes votes take the day. You don't need 50%+1 of 42 (or more). You need 50%+1 of the quantity [yes votes + no votes].
Another example: If 100 people voted NO PREFERENCE, 5 people voted YES, and 10 people voted NO, the no votes would take the day.
The 42 is a separate issue. The 42 is the minimum vote total required. But because we have the minimum vote total, we allow people to vote no proference to help the ballot matter. When you're voting no preference, you're essentially saying, "I don't care how this issue is resolved, but I want it resolved by this vote, because it keeps popping up, and I think resolution of it is important."
