I think they probably have a safety issue. By discouraging such actions, it prevents human-auto interaction of an alarming nature.
Plus? Cars seldom can walk up to the inside counter.
However, my bank used to advertise they would serve anyone from the drive-up teller.

I think that years ago, in university, we were served once while pushing (and with someone riding in) a shopping cart.
Unfortunately the drive-through is the only part of McDonalds that is 24 hours. We were hungry, and dressed in formal wear. Do they serve people on bicycles or motorbikes?
McDonalds will serve people on motorctcles. Bicycles, I'm less sure of. But one might argue that a vehicle is a vehicle.
I recall rolling up to the Taco Bell in Boulder with a friend in an imaginary car. Rolled down the imaginary window and everything. The guy looked mildly amused and just ran with it, maybe we just got a cool employee instead of a rulesmongering corporate stooge in training.
