Well, if Vengence Demons can alter timelines, insinuating themselves into victorian society wouldn't be a problem. Even without warping, all you really would need is to have the "daughter away at school" be replaced with Halfrek.
On Cecily and Halfrek-I just thought that was a meta joke for Buffy fans because they used the same actress.

See, I could accept this if they'd had Spike see Halfrek and think she was Cecily, but they did it the other way around, which seems like it should have lead to something more.

I remember seeing this, too. And that the "William" was just a inside-joke sort of thing for the fans. I put this in the same category of "won't it be funny for the fans if we have Giles not touch things and everybody thinks he is evil."
