I'm thinking that emergency re-opening would have to be brought up in Bureaucracy. Or something.

Though, I'm a bit worried about reopening discussion due to a change in circumstances because it seems like a big easy loophole to just talk about the verbotten subject, even though it's been shelved.

Not that I can think of an easily acceptable set of standards to apply.

But yeah, that sounds reasonable. Some kind of "barring unforseen major events" phrase should be built into the final proposal language.

Well, since we are an ME board, i would say we could reopen a disucssion because of changes in the ME universe (i.e. Joss starts a new show or maybe even Jane goes to Gilmore Girls?)

I vote for a choice between 3 and 6 months. A year is just too long, IMO. And I know we're all into the spelling out everything, but I think if something really momentous happened that caused us to want/need to revisit a closed issue, we'd know it. Limiting revisting to Jossverse issues would rule out the scenario someone posited above if Dubya declared the US a dictatorship with him as head dic-tator. I think maybe something vague in the proposal about the possibility of revisiting closed decisions in extreme/extraordinary circumstances should suffice.
