This proposal only covers changes to the regular cast that are officially announced over the summer hiatus.
That is my understanding. It is limited in scope. I would hazard that one reason for underlying resentment is that as a matter of courtesy the spoiled folks have conceded much much more territory already than the virgin-pure would be giving up within the scope of this proposal - but are treating as Custer's last stand.
Angel season five premiere is 10 weeks from Wednesday.
Just felt like sharing.

OK, I'm back. Apologies for my absence yesterday.
Right, I've read (with skimmage) as much as possible of the discussion surrounding my proposal. I therefore propose to begin the vote on the following wording:
"That major casting spoilers (to the main cast only, not recurring or guest), which are being advertised by Fox or the WB at their annual upfront presentation to advertisers, are no longer considered spoilers and may be discussed, within their respective show threads only . This only includes cast additions or departures that occur over summer hiatus only (not midseason) . Any plot points related to the character's (not the actor's) arrival or departure are to be treated as spoilers. The Main Cast are those characters who appear in the opening credits."
While I can understand the desire of some to have an utterly unspoiled area, the changes defined above have
always
(and by always I mean "since Becoming, when we discussed the fact that Angel was getting his own show") been fair game. I just don't see it as practical to keep chages of the magnitude and publicness out of the main threads. If the Virgins want a virgin thread, then, as Hec said, I think that'll be a quiet thread, but go for it. This solution isn't perfect, but it is a solution and an end to this particular debate which has, over the last few days, gone completely insane.
SO, how do I begin the vote, please?
PS - thanks to all who've helped index and reference this debate for me. I thought the discussions about the new format for the House of Lords was a pain in the arse!

Odd request, but might I tag?
Any desire to address the waiting period of 4 weeks post-show? (I think that was the discussed waiting period)
(ETA: post season-finale, that is.)
And Jim didn't kill us. Whew.

Missed that. Summarise (I feel like a Minister). And of course you can tag.

Starts there. It's in the wrong thread, which is why the missing.
Basically, that the Announced Blah Blah Blah are fair game starting 4 weeks after the Blah Blah Blah are announced, or 4 weeks after the season finale, whichever is later.
