Toddson, I had this feedback, because in theatre, we were summarizing the discussions.
Here, they just want the information of the decision and the action item. Not even, a discussion was had on X subject. I have to stop and ask "For the minutes, can I clarify that the decision is X and the action items are Y".

Toddson, given the lack of clear feedback from your boss and the fact that you don't have deep familiarity with the topic, I suspect this is going to be an iterative process of you changing, boss saying "still not right," you changing, rinse and repeat.
I've found those go faster if I overcorrect, so in this case I would drop down to who was there, high-level version of the topics covered, action items, who has them, and when they are due. Nothing else. Shoot for half a page.

Well, that's bullshit. Can't you set up a 1/1 with your boss before the meeting? Where you're located should have no impact on that.
If you're not already doing this, take notes in the agenda so you make sure you hit all the items and just listen for action items.

I've had a craving for cheesy, scalloped potatoes, so that's in the oven, and then I'm doing lamb loin chops. I've never made them before; looking forward to it!
I finally found a variety of beef that doesn't seem to set off my allergies - grass-fed longhorn, no hormones or antibiotics. I've got a pot roast going right now so hopefully that'll be a couple nights work of dinner. Except I really need to start eating down my leftovers because good lord.
