Well dang, Buffista-ma! Tim has a verbal job offer! They're going to email the formal offer tomorrow, and assuming everything is copacetic, he should start sometime in November (depending on how much notice his current job needs).

He wasn't expecting to have a job interview today -- the manager called him this morning and asked if he could come in at 4:00. So he went, but felt a little unprepared. During the interview, the manager asked Tim what salary he was hoping for. I think Tim low-balled the number. Here's my question, because I don't have a lot of experience with job negotiation: when Tim gets the formal offer, can he still negotiate on salary, or has that ship sailed?

I did a search on Ask a Manager, and there's good stuff on negotiating salary in general, but I couldn't find anything about negotiating salary upward after giving a figure in an interview.
