That's what I figured.
I enjoyed the new Korra eps, although I didn't check--was that Dante Basco voicing Zuko, because it didn't sound like him to me. LOVED the dragon. And the armless maiden waterbender. Nice to see Toph's metal-bending has expanded outside of Republic City's police force.
I was disappointed we didn't get more of Lin Beifong: I wanted her reaction to Mako going off again with Team Avatar.
And damn, Tenzing is buff. But also kinda stupid--he's not very good at putting himself in other people's positions, if he thinks people will be willing to just drop their lives and go off to a remote Air Temple. They need to rethink what they're doing. Start a training school, yes; require all the students to become Air Nomads, no.
Korra, of course, is just as short-sighted and impulsive as before.

I feel like that's in-character for Tenzin from what we've seen before, although he should have learned something from how badly his approach failed with Korra.
No, elder Zuko was voiced by someone else. Which is part of why it took until the elevator scene for me to really feel like he was Zuko.
And I'm with P-C; for Tenzin Air Bending and being an Air Nomad are one in the same. He can't really conceive of them as being two separate things. Growing up, he and his father were the lone embodiments of the entire culture. And then Aang died and he was the only one until the birth of his children. Carrying on the legacy of his people is paramount to him.
I imagine over time he will figure out how to separate the skill from the culture, but for now he's still coming to grips with it.
Also, in the Avatar world, bending is very strongly tied to culture (the mixed culture of Republic City not-withstanding). I think a Fire Bender who didn't consider themselves a member of the Fire Nation, for example, would be seen as an oddity outside of the Republic.
