I thought it was a euphemism for people paid off the books (or under the table -- some prepositional phrase, for sure) for their labor, in an attempt to make every category of worker into some sort of "collar." Because isn't "pink collar" a thing, or wasn't someone trying to make it a thing? (Stop trying to make "fetch" happen!)
