Ginger,
In this part of the world, giving a teenager a rifle is fairly common
I understand that. I also think this contributes to a lot of preventable injuries. And I'll stop that line of discussion because I'm not interested in offending.

[NAFDA] Spike-centric discussion. Lusty, lewd (only occasionally crude), risqué (and frisqué), bawdy (Oh, lawdy!), flirty ('cuz we're purty), raunchy talk inside. Caveat lector.

Is there a local gun range or gun club that provides on site firearm lockup? This way you can secure the gun offsite, it can be available for shooting at the shooting range, and not be in your house. It also allows you to be back in control of firearms being in your house on your terms, without completely confiscating the weapon.
There are things you don't give to kids without parental permision. guns, cars, drums, amps, pets, etc

This really feels like a specific move to fuck with you and assert more control over your family. It's really disturbing.

Generally speaking, if the only guns out there were bolt-action rifles, which are the modern equivalent of the rifles used in early America for hunting and the sort of gun the founders had in mind, we'd all be a lot safer.
The good thing about a gun club and lessons is that Cory gets to use the gun, but under reliable adult supervision.
I'm with the gun club, and also that giving the gun without asking is the act of a douchenozzel.
