The article said that they didn't look at the portraits when they were doing the reconstruction -- they treated it as if it were an unknown skull. They only looked at the portraits afterwards, when they were putting together the hair and painting the eyes and stuff like that where they needed to know color and style.

I was going to point out that if "the MTA" didn't make the top 3, no way was this an accurate representation, but apparently that wasn't the point:

The MTA has a dedicated number you can call with questions/complaints, but I'd guess most of the bitching happens casually in person (either on the platform among strangers or an hour later at the office explaining to co-workers why you're so late) so yeah, it'd be hard to track.
It's a weird headline also because 311 is a general information number - it's not just used to report problems. (And honestly, graffiti and noise complaints? Did we regress to the 1980s all of a sudden? Where are the complaints about bike lanes and strollers in bars?)
