The thing about bombing is, it's most often long-run-term unproductive for the bombers, whether we're talking war or terrorism. It tends to get the bomb-ees backs up, and they hate the bombers even more and band together more effectively (i.e. the London Blitz). War-wise you may be able to take out some infrastructure but terrorizing the populace into surrender by and large doesn't work.
(The only time I'll concede that it did work was Hiroshima and Nagasaki, but those are and were Special Circumstances.)
Terror bombing may get you headlines, but by and large it makes your cause more unsympathetic. If you want your opposition to get more hard-line so that they clamp down on your people even more, it works.
