I know I have said this before, but I really need a Zola filter for Grey's Anatomy. (I do kind of doubt that he personally gave the order, but it is too typical that he had penny-pinchers on his staff in positions of power that did it without even thinking about it... and you know, somebody who actually cared about "the help" might have mentioned to those penny-pinchers that he wanted his staffers to get home safe.)

This is exactly it. I don't think he thinks about the little people (most of us) enough to warrant any deliberate or conscious malice. But that utter indifference to human impact is its own maliciousness.
