(I do kind of doubt that he personally gave the order, but it is too typical that he had penny-pinchers on his staff in positions of power that did it without even thinking about it... and you know, somebody who actually cared about "the help" might have mentioned to those penny-pinchers that he wanted his staffers to get home safe.)

This is exactly it. I don't think he thinks about the little people (most of us) enough to warrant any deliberate or conscious malice. But that utter indifference to human impact is its own maliciousness.

Well not canonically, no, but this is transformative fiction.

I bumped into this tumblr [link] because of an entry rebuffing their logic in thinking a secondary school student's 2 sample experiment about watering a plant with microwaved water vs. purified water proved things like microwaving messes up DNA, etc [link] . So I went to see the rest of their entries. There is not much bogus science in it--moreso it's many arguments about how voting is condoning the evils of government, etc.

But what I don't understand--what is the alternative? If this system is the wrong system, isn't the logical thing to do to change the system? I don't see those entries on their tumblr. I'm totally confused...
